Does anyone know what I can do about rear tail lights for a 63 short bed

my 65 taillights are mounted in a raised bracket off the back of the tub and were the same size as the late 60s early 70s taillights. don't know if you have that setup or the lights down below on the frame.

as for making bib lights into dual element, look at treeroot's thread on his fj40. he made his dual element to eliminate the fender turn signals using local auto parts store parts.
 
If you have the tail lights up on the rear of the bed on either side of the tailgate, then you are looking for the "Beehive" tail light lens. I would post pictures but I'm a cheap no-star broke-arse.

I have never seen replacements for sale.

What you can do is get the largest flattest lens (from a truck stop store) and buy a rotozip drill bit for use in a drill press to lathe out a round lens. Then use a regular bit to pop three screw holes in. Mine look quite good. If you didn't know they were supposed to stick out two inches.

The '63 FJ45 had the tail lights on the back bumper. Same location as they are on an FJ40, but they were the smaller FJ25 lights.

x's 2 on looking up treeroot's thread, (there is also a write up in the 25 section) as you will need to add a wire, and it is easily done.

I believe the lights on the tub started in '64
