I removed the distributor the other day while I was replacing the side cover gasket. The engine had been turned, so I needed to line up the dizzy again. I found TDC on the flywheel. That should give me TDC on plug #1, right? Is there a difference between TDC and TDC + 360 degrees? Also, when I put the distributor back on, should the dizzy rotor be right at position 1 on the dizzy cap? or a little before? or a little after?

All I keep hearing when I am trying to start it, is a popping every now and then. Most times I don't hear anything except the starter.
 
You are TDC exhaust, not TDC compression. So to answer your question there is a difference. To find TDC compression remove the #1 spark plug (close to the front of the car) and turn the crank until you see the marks and feel the air being pushed out of the spark plug hole. Then you know you are on the right stroke.

The rotor needs to be pointing to the #1 position on the cap. If not you could be one tooth off. Installing the dizzy is not an easy task sometimes. Don't get too frustrated. Most of the time you will need to remove and install the dizzy many times, so be prepared.
