it will do 3/16" mild steel, but you would probably need a 50 ton press. these are intended for sheetmetal and the occasional 1/8" plate jobs. i've done a 3/4 hole in 3/16 just to see if it could do it, and it was a little bit of strain with a 12 ton press. the circumference or length of bend on a 3" hole is far greater than a 3/4" hole.
where exactly they are made i can't say, but they are some quality dies for the price. once again, these aren't the top of the line chromoly dies that the professional fabricators use 20 times a week, but they're perfect for the occasional use by guys like me...

Got the full set, very nice well put together dies, nice fitting and beefy, cant wait to put some dimples in, all I need is my dies to be in the same building as the press....................
