Dim headlights at idle

Started up the hundy (2002 - 180k) and headlights were a little dim at idle- brightened with revs. Voltmeter was at 12 range at idle then 14 with rev.

Is this a battery or alternator issue?

Battery is old so might just replace. Vehicle has started fine recently ( has been sub Zero)

Searched for this symptom and didn't find a hit

Cardy my guess is alternator if its not charging at idle. I would think the bad battery would still take the 14+V charge at idle but just not hold it.
