When I redid my gutters, I chiseled and wire-wheeled them down to bare metal. Then I applied a KBS rust treatment (it's humid here) and brush-applied a KBS coating and then the Eastwood gutter seal over that. Lightly sanded the KBS so that it would receive the Eastwood product. Worked perfectly. Didn't care too much about a perfectly smooth finish as I Monstalined my truck thereafter.

I was fortunate not to find any rust in my gutters, but I'm glad that I took the time to re-do the gutters.

It is recommended yes. You don't want sealer on bare metal.
