Cold starting and nut identification

Need some help with a couple of things, easiest, first:

This week i was getting a metallic rattling sound and have been trying to track down the source, it sounded like there was a nut or a piece of metal under the timing cover rattling around. Well, after a few minutes looking around, i found the issue. Seems like the nuts holding the fan clutch were loose with two outright missing, leaving only the two loose ones holding the fan blade on.... Can someone let me know if there is a lock washer supposed to be in there and what the nut size is?

Now the cold starting issues:
The week i received the truck it has started on the first crank. For the first couple of cold nights, starting has been hard, turning over multiple times before starting at a rough idle, clearing up after a couple of seconds. It starts perfectly throughout the day. This morning when i was heading out it was about 35.

I make sure to turn the key until the "Pre-heat" indicator goes off before i crank. So i thought maybe I had a bad fuse for the glow plugs. Checking the fuse box, i find there there is no wire going to where the glow plug fuse should be.

I took the 30 amp DIFF fuse out to illustrate how there is no wires.

I didnt know there was a NO glowplug option, I guess coming from Aussieland, they dont need them?

@beno and folks more familiar with parts... can i pick up the wiring harness for the glow plugs? Would something like that be readily available?
 
I would really doubt any availability for a vehicle that old.

That said, I am happy to check.

Regarding the fan clutch: The nuts are serrated under neath and thus do not require washers. I would replace all 4 at the same time.

They are available from Toyota.
 
If its a diesel it will have glow plugs.... Even in Aussie ! I think you have the fuse map in the wrong orientation... Can you take a photo further back of the fuse holder area. Also of the engine.....
 
Right after i pressed submit, i looked at the engine bay, they indeed have the glow plugs and the power metal strip, i need to follow the power wire to see where it goes, im presuming its 12 volts to the plugs? ill check if i have juice when the PREHEAT is on. All is well with the fan clutch bolts, i ordered some from local dealer.

Will do, im 100 % sure of the orientation as i replaced the blown interior lighting and it is where its indicated on the map. Pics shortly.

Engine clearly has glowplugs, but where are they powered from?

What I am saying is that Rob is a professional. Ergo, he probably put the nuts on and torqued them correctly.
Rob didn't change the timing belt (that was done prior to me taking possession) and hasn't spent anytime under the hood yet. He will however do a complete inspection once the exterior work is done.

For those interested, used this to determine the relays were fine and i am getting power to the "power strip". Will be testing the actual plugs tomorrow. It doesnt seem pricy to replace them all if needed ( read a few places that its actually recommended)

So my missing fuse wiring. Did some research, apparently the glowplugs moved to the ECD system (electronically controlled diesel) on later model 1hz's (i couldnt pin down what year this change happened)

The governor and the glow plugs were part of that system, so without it, no wiring for those fuses.

Using the diagram above, it was easy to find the relays controlling the glow plugs in my pre ECD system.
