89 4runner. 22re. Since its been like Below 0 here. when i go to start the truck i get a click from passenger dash area and nothing. keep clicking it/holding it in the start position and eventualy the starter fires up.

What do i need to look at? Starter failing, or just the Relay that controls it?? or are these one part?

Or Move to Florida where it never gets below 32 degrees??
 
Where's the starter solenoid? On the starter or on the firewall? If it's on the firewall maybe all you need to do is spruce up the contacts (or replace it).

If you have a relay to energize the solenoid and that's what's clicking that seems normal and the problem may still be with the solenoid.

But first thing is to clean the battery terminals and clamps and make sure you have a full charge.

Sounds like your starter is going out. You can rebuild them, new contacts.. Some choose to replace the plunger while there in there.. Or Replace it. Not that hard to replace, on the passanger side next to the fender(bottom).. The fuel filter is right there, but dont think it gave me any trouble the last time...
 
It's easy. There's a thread on Pirate about it (don't ask unless you want MAJOR flaming it's a pretty well-known fix).

Replacing the contacts is the 3 minute part of a 1 hour job.... 57 minutes are R&R the starter. It's not hard just typical starter replacement stuff. The contacts are just a few bucks from Toyota. Replace the solenoid plunger too, it's right there. You can see how the contacts wear....

A FSM is good for this too.

My 89 pickup once made a clicking noise similar to the one you described when I turned the key and it only turned out to be the battery...That was way back in 1997. The starter still has not needed any work.
