Coil Plug Wire stuck on spark plug 97 4Runner

I was removing my old plugs in preparation for new plugs that come tomorrow and on the PS coil packs the middle cylinder rubber plug wire won't come out and off the spark plug.

I read some possible tricks on Google overall for other makes/models but figured I'd post here since you guys are experts on Toyota's

What are some of the better ways of going about it?

Can you pull the edge up at all? Just wondering if it is the plug or the seal on the valve cover itself. Can you twist he boot on the plug? Are you replacing the wires too? just trying to decide if "pull harder" is an option.
