Chasing an 02 sensor Issue (1 Viewer)

Didn't realize until it was to late on my latest purchase of a 1998 Lexus LX470 that the previous owner wasn't honest and cleared codes after I flew to see the thing and was planning to drive it home 8+ hrs with no tools or a scanner. After signing the title and starting my drive it threw a P0161 and P0141 within 5 mins, so I bought some fuel treatment, a OBD Scanner and hit the road. Every 140-160 miles it would end up throwing the same codes over and over on my drive. In town it takes less than 5-10 miles to get it to throw the codes.

I order Denso rear 02 Sensors and when i pulled out the rears they looked very new and denso brand, but swapped them anyway.

I have multimetered the chassis end plug on Bank 1 side of T-case when the LX was running and found ground and 12v.

Some very nice human has sent me all the wiring schematics on facebook and helping me with what power everything should be, but just want some more help before i go chasing wires

Has anyone run into this before where the truck isn't activating the heaters in the rear 02's?
 
Update both plugs have 12v constant and ground, the two heater plugs are not getting any power
