Cedar fence re-stain help needed

I have cedar fencing that I need to re-stain/seal. I need to remove the old stain/sealer and put a new coat on.

Anyone have any ideas on how to get rid of the old stain/sealer? I would prefer not to use a pressure washer.
Will a solution of bleach and water removed the old stain?

I plan to use a brush to apply the new stain/sealer so I don't make a huge mess.

What are your reasons against a pressure washer? Typically, it is the easiest solution for your issue.
 
Thompsons has a Wood Fence Cleaner you can apply with a weed sprayer and then hose off. Works pretty good.

I agree on the pressure washer. It tends to raise the grain too much for my taste. I just use a 30 degree tip and stand back a bit when I do use a pressure washer.
 
I had to change/ strip / redo my whole deck etc.. I went to the dollar store, got the dollar store variety of the oxy-clean powder. I spent about $10 -$20. picked up a cheapo pump up sprayer. Mixed the cheap oxyclean much stronger than they recommend as the cheap stuff does not have as much hydrogen proxide in it or whatever the oxygen maker is. Mixed it with hot water in the sprayer, pumped it up, sprayed it on, hosed it off after about 10 min a panel. I did however use a powerwasher as well.. it'll take off alge, stain, dirt and it's enviornmentaly sound and safe on you.. I was wearing the stuff.. did wear saftey glasses. I spent way more on the sprayer than i needed, noticed harbor freight has them now for about half of what I spent.. Make sure you get the stuff mixed up as the powder will clog the nozzle if not allowed to mix up properly. it will also build pressure as it mixes so less pumping needed.
 
after cleaning and drying I grabbed my hvlp gun and sprayed the deck.. WAY faster than rolling, brushing considering I was doing overhead, and vertical work. I'm going to do my fence this spring, just ran out of good weather last fall and spend more time sitting on the deck than climbing the fence.
 
careful with the bleach, not sure how toxic that might be to plants and you.. that's why I did the oxyclean stuff.. kinda like hydrogen peroxide for your fence.. I had a small cut on my hand that was very clean afterwards. and it doesn' t hurt plants etc..
