He's got it listed as a M101A1, which is a US designation for a US 3/4 ton trailer. Nice set of triangle reflectors comes with, too.
The brakes? Hard to say, the brake lever is up, so that's not it. Perhaps the handle was pulled up, yet the parking brake assembly was rusted/locked in place. In any case, there's nothing but very simple stuff to fix on it, so not a big issue, just bring your flatbed
However, it's definitely a M101 CDN and that's a steal at $750. I paid $700 for ours and I did reeeeal good, I thought.
Bone stock M101CDN and in nice shape regardless of whether the parking brake is working! Wonder if the M101 Yahoo discussion board has found this one yet. There's always someone inquiring there and this is a superb price.
