Howdy my son bumped a neighbor car and broke the tie rod in our rx300 does anyone have some type of wheel system so I can move it(get the front wheels off the ground) 30 feet up in the driveway so I can work on it?

Use a jack. Unfortunately I don't think it's quite that simple with rack-and-pinion steering- as soon as you try to move the car the wheel likely will turn to the stops. OTOH if it's on a smooth surface you can often move the car with a jack under it, but it can be challenging if you don't have several people helping.Use a jack.
