Watched and listened: Pathetic. What's the purpose of established regulations and protocol if they (CA Legislature and Assembly) will be act willy-dilly ad hoc to modify these regulations without due process at their every whim?

Reminds me of when the State of California, in recent years, was caught robbing the funds from dedicated funding mechanisms to the General Fund (Hatchery and Inland Fisheries Fund, etc.,)...

Crazy and out of control.
