The DRZ 400 is a very popular bike and i know very few who have anything really bad to say about it.
The one thing i would say is to invest in both magneto and clutch case savers.
The cases are easily punctured, i have seen them smashed from just falling over off the side stand.
You can get them both all day for $40.00
 
Used DRZs in the NW are running 2000-4000 depending. I have seen some LOW mile bikes for 2500.
They didnt change much at all after 00 or 01 or so when they got better forks.
I got a new one in 02. It has an untold amount of mostly nasty technical trails on it. As well as some dualsport use. Prolly well over 30k miles. Still going strong, motor has not been touched.
Your wise sticking with a factory legal bike up in WA. I have a plated 2 stroke ktm down here and hope they will let me renew when its time!!! ;-)

Yes on the case gaurds as well as bark busters, radiator gaurds, and a skidplate!
I am 6'4" 220lb and a re-spring was well worth it. As well as some of these risers http://www.barrisersonline.com/forwardrisers78.html and a tall seat.

I had a field day on my DRZ at the hammers this weekend.

handling, carb and the magic button were wonderful!!!
 
Here's mine in motard form.

Suzuki and Kawasaki didn't merge but Suzuki made the KLX 400 for Kawasaki. Basically Kawasaki slapped green on a DRZ and sold it. Mine is the offroad version so plastic tank, larger carb and different cam I believe.

If I were racing this thing I'd probably have those ridiculous brakes! The stockers seem to work well for my commuting.
