Bumper respray questions

Looks like the dealer I bought my CPO 200 from last fall must have done a quick touch-up job on the front bumper. Now what looks like a very thin layer of paint is flaking off all over the damn bumper. It looks ridiculous. Clearly some moron touch-up guy just hit the whole bumper with the same color paint but did not prep the surface properly so now months later it's bubbling and flaking off. The paint below looks fine. Some of the new layer flakes off easily, some of it is sticking pretty good still.

I'm inclined to somehow scrape off the rest of this hasty paint layer (suggestions on that?) if I can, or if there's no easy way to clean it up I guess have somebody re-spray the bumper. Any suggestions on removing this paint or am I hosed?
 
You're probably going to find that you have to sand the whole thing to get a good substrate for new paint. FWIW, there are e-bay sellers that sell pre-painted bumpers that might be cheaper than a good body shop respray. I've got a rear bumper that has a similarly poor respray, and I'm considering that route. I have a friend that had great success this way.
 
Maybe this is your LC telling you to get an aftermarket front bumper replacement (Dobinsons, ARB, TJM, etc) ;)
