Body work on rear fender ...Opinions?

I took off my mud flaps and had a spot where the rust was bubbling up and cracking through the paint. It looks like when it was repainted before I bought it they didn't fix it right.I grinded down the rust and and looks like the body panel has a couple of holes in it under the rust.

1. Since it is not a big area should I try bondo for now and sand it down and repaint? Where do I get that amount of paint?

2. Cut a big piece out and have a shop weld in metal? I don't have a welder.

3.Use bodo and sand it down and then paint the rear on both sides with like some black rust paint like durabak?

Ideas?

i took jelly fiber glass and did mine of course i grinded it down and used ppg ddr primer but you should be ok with the figerglass go down to advance and grap ya a gallon its no more exspensive than bondo only use bondo for small dents and smothing over bondo .never use it for filling holes it creates more rust than it helps in the long run if you find more rust than well find some small shop that will not charge you your left arm for the work . good luck
