My left mirror (glass portion) has some movement when you are driving while the right one seems very solid.
My question, is there any type of internal adjustment that will tighten the glass and keep it from buffeting at driving speeds or is the internal workings simply worn out?

I had the same issue, The rotating plastic worm drives that adjusts the mirrow position get a little worn, and have a little play I it, I pulled apart and just to correct but if the screw threads are worn it allows free play, they way I corrected was a simple solution, I put the base of stubby holder behind the mirror and then adjusted mirror position by dash control then used a screw driver to position the rubber stubble holder to keep pressure against the mirror to stop from vibrating, it's worked well to date.
 
I ended up pushing a squishy foam ball behind the mirror, it's been there about 15 years, can adjust the mirror normally, still working fine. This is on an FJ62, mirror looks to be similar.

Was the squishy ball OEM and approved by the DOT?
 
Doubt it, oem squishy balls are pricey, can't get them U.S.A. I've done the same thing since on 100, and on a 200 I used to drive but it belonged to a foreign govt., so I took it back out when the truck stopped going.
