Will a 78 birfield work on a 74 inner axle? The final goal is to put 78 disc brakes on a 74 axle.

Sort of...the outer axle is longer by 1/2" or so and will require a longer locking hub. If you buy a complete 78 axle with birfs, rotors, calipers and locking hubs, you will be fine.

you can't use the 74 hub anyways...it's course spline. the 78 birf is longer than the 79 and newer birfs and a newer hub can not be used.
 
If you don't have the '78 inner axles the inner axles will work. That's the SOP for the mini-truck disk brake conversion.
