Bike rack question...

I posted this in the Camping section, but this probably would make more sense

Any idea how a bike mounts to this rack? I got this for a buck locally. Two crossbars with the same attachments.

Upside down maybe? I've seen other racks from the early 90's that had triangular trays that held seats.

yes, upside down. and you want to put the seats alternating, and then you strap down the handlebars to the bar.
