I once had a set of 35" BFG KO AT's that would balance well. Found a local shop that did road force balancing. Made quite the difference on the good tires. The machine showed that one of the tires was just plain bad. If a normal tire balancing doesn't get the job done, I highly recommend road force balancing.

Road Force balancers are the best! Problem is Ive called multiple shops now and all of them are saying that 37" MT's are too big of a tire balance on the road force machine! Kind of sucks,, but a buddy of mine said he had his 37" truxxs done on one so idk?...
 
When I've bought new tyres if there is one that's way out I send it back. Standard hi speed balance outa do it

Yeah, sometimes there's a tire that just won't balance. One of my 5 KM/2s are like that, took about a pound of weight. When I got mine years ago they were so new that I waited for my size to be made. Didn't want to send the crappy one back because I was up-sizing from 32" and needed a proper spare. Nowadays when there is a tire that won't balance we send it back and get another one.
