atuo dim mirror defaults to dim

I have a, new to me, 2002 LX470
The auto dim on all the mirrors is always dimmed, day or night, unless you cancel the green light with the button on the mirror.
Is there a sensor that is not working?
Is there a way to just shut it off and defeat the function?
It would rather turn it on manually when needed than turn it off when not needed.

I know this doesn't seem like a big deal but when you get in your car at night and want to back out of a spot with dimmed mirrors it is not good.
Then you need to wait for the mirrors to adjust after you push the mirror button.

Well I answered my own question and thought it might help someone else.

Parking permit was hanging in front of the rear view mirror and covering the front light sensor, so the sensor always thought there is more light from the rear than the front and would dim the mirrors.

I cut the permit so it does not obstruct the sensor, all is good.
