ARB sahara bumper #3913140 for a 2000 LC

if I order the sahara bumper do I also need to order the kit 5100170 (If Polished Hoop is not being installed) to finish the install ? one site lists it as required and I have not seen it on any other one.

and if I decide to go with the hoop then I would need to add 5100160 and 5100050 (If fitting optional Polished Hoop) and the hoop ?

Top Tube Kit: 5100050
Buffer Kit With hole (for fitting Top Tube): 5100160

ya thats the only site I found saying I needed the "buffer kit" I just wanted to make sure I was not tossing out an extra hundred bucks for bolts that come with the kit lol
