To be more specific, I probably lose enough to drop from the full mark to low mark in one tank of gas.

i really doubt the head gasket is blown on your 3fe. not saying it doesn't happen, but it rarely happens.
here is a lesson that i relearned the hard way the other day. look at ALL the simple things first. no matter how simple or sure you are of what was done, check it.
you said you changed all the hoses? assuming the three radiator hoses and maybe some of the heater hoses??
look around the throttle body at the small hoses that go there and look at the rear heat hoses if you haven't already.
if you have a pressure tester, use it and look for a fairly quick drop in pressure.
does the overflow bottle have a small crack that opens up when heated or is it cracked just above the low mark?
again, with the 3fe look at the simple things first. if it was a 1fz i would say head gasket.
