a/c condensor fan operation

Hi so the other day I was near the front of my 2000 landcruiser and heard a high pitch squeal coming from the electric fan in front of the condensor. This got me looking into it. I tried to spin the fan when the engine was off and it spins but stops quickly. It doesn't freewheel like other cars I have owned. I disconnected the plug at the harness at the fan and jumped 12 volts into it and reconfirmed the noise and what appears to be some tightness to the fan rotation. I checked the plug witht the a.c on both front and rear at full cold and did not see 12 volts. I know the fan is only triggered when a certain pressure is met in the high pressure switch but I don't know what usually has to happen for that fan to come on. Relay and fuse are good. Questions are does anyone elses electric condensor fan freewheel when spinning the blades by hand. You have to do this by reaching in between the grille and the fan and sticking a pen in there to catch one of the blades. Of course with everything turned off. Other question is what condition triggers that fan. I don't want to replace the fan if there is nothing wrong with it. Has anyone looked into this? Again this is the small electric fan in front of the a c condensor. Thanks. By the way the a.c. is ice cold.
 
My fan doesnt work either, but the AC works fine, except when it is 110 outside and I am in a traffic jam....so I am ignoring it
 
Sorry. From ebay. 69.99 with free shipping. Brand new. Even with my employee discount it was going to cost 200.00 for an oem one at the dealership where I work. The fan should rotate with little resistance. I compared mine to a few in the shop and they all rotated easy where mine comes to a somewhat abrupt stop.
 
So my condensor fan rotates freely and it comes on when I jumped 12 volts to it.
I was thinking of bypassing the relay so it comes on every time the AC is on.
Has anybody done this? Is there any drawback to doing this?
 
Also, how did you check the relay to decide it was good?
