I was under my vehicle inspecting the exhaust and found that the circled area is just hung, not bolted or secured. Is ti suppose to be that way or is it suppose to be secured? I see a rubber damper underside, but it is just hanging and freely moveable.

Sounds like your damper is busted. It is made to bolt on with two bolts and has two studs out of the rubber block for nuts that go on to the resonator bracket IIRC. I've gone through a couple of them. Just a little hard to get your hands in that area.
