If you can't get one, you might be able to get a smaller body shop to do it for cash. The ones I have seen done have been done with a metal cutting wheel on a dremmel or a metal blade on a jig saw. Just drill a small hole to start the jig saw. If you go the jig saw route, make sure you put masking tape on the bottom of the feet so you don't scratch your paint.
 
If you are doing the snorkle thing I recall 3.5" fits fine.
 
You can borrow my Plasma cutter. It requires air, but will run on 110V. Of course, I think Greg's OP was just teasing us.

The snorkel is stored away safely until install. I am having the cruiser painted first week of August so I want the hole cut by then.
 
Yep I have one bought for precisely that use, works fine on a regular drill I'm in Richmond 604 209 5309
