Can anyone tell me if paint codes 031 & 033 are two different shades of white and if so did those same codes carry over into the 1990's? (and yes, I realize this is a 40 Series chart but I'm assuming, perhaps incorrectly, that the 70 Series utilize the same numbers. :))

Google shows 040 as Toyota's white during that time frame but I would appreciate some verification.

I don't think so. The only other series that have a paint colour connection are the 60 series and pre 90 7* series. Its possible some of the 105 series have the same colour dune beige and white colour as the 78/79 series.
But its hard comparing colours when 2 vehicles are decades apart in age.
Ive found it impossible to find Toyota paint codes for Australian models.
 
I've seen some engine bay plaques from early 1990s South American and East African Troopys that have 045 as the paint code. Same regions of 73s have had 033 as paint code. Apparently, 045 has more ochre in the mix.

Charles just look on your Vin plate for the oem color code and with a bit of luck the paint shop finds a corresponding number from one of their vendors.I use PPG paint and have found it hit and miss between different colours,last one I did was the Tan/champagne HZJ73 and English Color found a corresponding PPG number for it. You can have them try to match it also but I only recommend this when respraying the complete Cruiser I had several disappointing experiences with this service.
 
My 1987 71 is colour 033. I have seen only one truck post 1990 with the same colour (PZJ77). Both trucks were JDM spec. 031 and 033 are ever so slightly different, with 033 being slightly more off-white/ivory
