1986 HJ60 when I cycle the key to turn the glow plugs on the light cycles on/off very quick which makes for a hard start. Very intermittant problem so it is hard to diagnosis. Then sometimes if I cycle the key it will stay on for the required time. Happens in a morning start.

Preheater timer?? Glow plug relay??

I would not be relyin on the light to tell you when to hit the key...listen for the relay itself to cut in then cut out...if that is cycling through quickly then I would have a guess that the relay is poooofed. And if what you say about it being an intermitant problem...then I would be confident about it being the relay. Sounds like its getting ready to go POOOF.

I have a push button system in my truck, I like it because you can glow them longer in winter...then in summer, give them a quick hit and you are away!
 
Sounds like your super glow is not timing long enough, seen it alot. Sometimes it sthe timer inside the cab and other is bad connection, plus a couple other issues like faulty relays (rarely).

With engine cold, get someone to turn the key while you measure how long the super glow stays on.

Have not had the opportunity to work on a diesel 60. My experience with ford truck diesel is generally a ground issue. that is as long as all your glow plugs are in good condition. Better to do a ohm test then a light stick test. A bad glow plug will test to groung with a light stick. Check the ground to the glow plug relay system
