2005 LX 470: ? Missing piece from front undercover

I want to find out if I am missing a piece that should be attached to or covering the opening in the front undercover (see pictures of low point of front undercover).

Is the bolt and washers in the picture (which is not fully inserted into a hole in a frame crossmember) supposed to be holding something or did someone insert a bolt for nothing?

The bolt shown in the last pic attaches the rear center of the under-cover to the crossmember.

looks like you may be missing a bolt in the oil filter cover.

I will have to get under and look at again because I am pretty sure that currently no connection between undercover and cross member - just a bolt and washers partially inserted. Maybe a missing piece.

My oil cover has 2 bolts (other one not in pic),
