Hi guys!

This is my first post here.

I'm from Argentina, moving to California next year.
How do emissions certificates work?
Is it possible to register my HZJ80 Land Cruiser, 1HZ engine?

I think you may have a tough time with it. Technically there were no diesel LCs in the US in 1995 so as far as California is concerned a 1995 LC needs a smog check, but there is no smog for anything diesel pre-1997 in California. You will have to have it inspected by the CARB facility and hope that they are satisfied that it is "clean" enough to allow it to be driven on the highway in California, thats gonna be the hardest part.

Luckily, you will not have to prove that it meets FMVSS(Federal Motor Vehicle Safety Standards) as that only applies to 1996 and later vehicles.

Recently, we had to get a Ford F-350 originally sold in Canada smogged in CA, we were successful but it wasn't easy and it had a gas engine that was essentially the same one used in a US sold F-350.

I don't think my engine will pass CARB test...

What about Cummins ISF / R 2.8 engine?
My 1HZ engine is almost 500.000 km (310.000 miles) and if it's not a good idea to rebuild, an engine swap is more reasonable.
 
I don't think that engine is yet CARB certified but I'd imagine Cummins is working on it. Maybe the GM E-rod option?
 
It’s 25 years or older for importation. Look in the import forum in MUD.
