Anyone know the rules for getting a vehicle cleared to get registered in the continental?

Its a real pain especially since they never sold a diesel landcruiser here, or if it's over 25 years old its exempt. They are a pain trying to get things by them, its almost easier to just buy something and do a swap. Last time I looked into jdm cars it was very costly, I could be wrong but that's just what I know, someone else please help us out if you know anything more

The tranny is a R151F and there are no lockers on this truck

BTW, I might actually be keeping the rig. Got a pickup and HATE IT. Still dreaming about the cruiser.
