13BT AC Belt adjustment

On a 13BT, I located an adjustment bolt for the AC belt idler pulley underneath the power steering pump. I loosen the bolt and nothing appears to move. What else I do I need to do to adjust he AC belt? Nothing in the FSM I can see and 'Search' helped me find the bolt, but nothing else.

Any help greatly appreciated
 
undo the 14mm bolt on the front of the adjustment pulley a little. Lets the long 14mm adjuster bolt do it's thing. Then use the long 14mm bolt to put more tension on the belt. Tighten the 14mm bolt on the front of the adjustment pulley again when adjusted.

sorry to revive a dead horse here but exactly how long is the tensioner bolt? I am trying to nix a squeaky new belt (NAPA 25-9420- too long?) and I swear after 15 minutes of turning the tensioner bolt it feels like there's no change in the tension whatsoever. Granted I can only get like 1/4 of a turn at a time in the space with a wrench, but at a certain point the bolt should max out right?
