10A panel fuse keeps blowing.

After installing a new motor for the telescoping steering wheel, none of my console lights are working.

I checked the fuse panel under the dash and found the 10A "panel" fuse was blown.

I replaced it and it immediately blew again.

I checked that nothing with connected to the wrong plugs in the dash. I checked that the visor lights worked, the side view mirrors work, all the dome lights function, and the gauge cluster is illuminated and the NAV and radio work.

I pulled the center console and checked all the plugs I could think of. I disconnected any aftermarket wiring for my light bar and fog lights and at each stage of my poking around I put a new fuse in and tried the lights.

I went through 5 fuses and have not found the culprit.

Any suggestions where to check next?
I'm currently without a voltmeter as I'm traveling and away from my tools.
 
Unplug the motor you just replaced, test again.

I bet the motor has an internal short. OEM Toyota, or aftermarket?
 
Have you checked for pinched wire where you put the dash back together?
 
It's an OE part.

I tried that and the fuse popped as soon as I turned the lights on.

I pulled the dash back apart three times now and checked each wire.

After work I'm going to remove the motor and see if there's anything pinched above it I can't see from below the dash.
 
Update:

I pulled everything apart again and started pulling one plug at a time and checking the lights with a connector unplugged, then plugged it in and tried another until I got one unplugged that didn't blow the fuse.

The rheostat/dimmer switch unplugged did not blow the fuse.

I'm not sure if it's a coincidence that the switch was on its way out and unplugging it rattled something lose, but it seems to be related to the issue.

Unfortunately it's a $140 gamble.

I guess I'll order one and cross my fingers and hope it solves the problem.
