I just checked...the free shipping becomes a "handling fee"
Subtotal: $789.99
Shipping: $75.00
Savings Applied: 10% Off Site Wide
Total: $864.99
So, I figured, maybe you have to run completely through the order. I did, and it added $75.08 tax for a Grand Total of $940.07 for a Deluxe bumper.

Your numbers don't look right. $789.99 looks like a regular price to me. Clear your cookies and temporary files, close browser and restart again.
Don't know how far in you went to get the handling fee, but my screen says:
Subtotal: $710.99
Shipping: FREE
Savings Applied: 10% Off Site Wide
Total: $710.99
I know tax will be added once CC number is entered.
Or you can call the 4wheelparts store in your area, they will match the online promotion. If there is no free shipping for ARB bull bar (in this promotion), shipping through the local store isn't that bad using their own truck. They charged $10 for it in the past.

I got exactly the same numbers like yours when I put 2 bumpers in the shopping cart, then went back to the shopping cart to update the quantity to "1".
I got 10% off and free shipping when I put 1 bumper in the shopping cart. I would use this method if I were to order one. If you need 2, just order it 2 times.
