'01 LX470-what she worth?

I am looking at a 2001 470 two owner vehicle. I would say it's in fair/good condition lady driven with 150,000 miles. The AHC has been repaired in the last year and a half. She needs: steering rack, cracked manifold replaced, tires.

What would a reasonable offer be on a cruiser needing these things?

Family member just bought a 1999 with 140k with the big items fixed already, $12k.

I'd say $9k is good if it's clean otherwise, given the thousands you'd spend to fix the rack & manifold.
