rear quarter panel patches

Hey cruiser bros. Adding another rust thread on here. I have his quarter panel I’m needing to knock out just makes the car look ugly and it seems very cancerous. How the hell would I go about fixing the panel fraying from the inner wheel tub like this? Any ideas on cruiser outfitters quarter...
