heat shield

Hello, I have this 90 deg heat shield that has rusted to the point where its vibrating very loud at 200rpm over idle and it is driving me insane. Should I just take it off? What is its purpose? What is the recommended repair; not even sure what the part number is. Thanks!

Took these OEM heat shield mounts of a brand new factory hood purchased from Toyota for my fj40. They were cut off so they could be welded into another hood that may need them. $15+ shipping.
