etcs

Hi folks, does anyone know if the ETCS should have permanent live connection? I've just had a look at a car (2003 2UZ petrol v8) which has an engine light permanently on, and it's blowing the 10 amp fuse for the ETCS. It gets P2118 and also the C1201 generic code. The accelerator won't go past...
