I'm looking to get one. Also, is what the FSM refers to as "Hand-held tester" simply a OBD reader, or are there specific Toyota LandCrusier functionality in this unit?

1) Hf $40
2) ?

1) the free one at auto zone
2) I think this is a toyota service tool that works on all toyotas and does have access to "toyota specific" functions. Probably not available to the general public.

Bull, I haven’t seen that one before, looks pretty good.
Here are a few others to look at. I like the ones that can read the actual voltages. This gives you the ability to install & adjust sensors. IE; the TPS sensor.

This is the one I had to get in a hurry, works ok.

I've got an Auto X-Ray it does the job, I think I have around $200 in it. Northern Tool and Supply.

Mine is the 3030, not a bad, just a simple plug –n-play unit. The problem with the code readers is it just tells you what code is tripped and nothing else. I would rather be able to read the voltage that the sensors are sending to the ECU. Some data logging info would be beneficial as well.

The 3110 gives you freeze frame data when a code is tripped, i.e. rpm, engine temp, etc.

Used in conjuction with the FSM, I think a reader can be a valuable tool. Certainly, it has helped me with diagnostics.

Regardless, I've paid for the stuff with the savings in reading and resetting codes already.

I think your 3110 is a better code reader.
