IF the ECT switch is plugged into the harness for the CDL switch on a '94, it will function as a CDL switch. They seem to be completely interchangable, at least as far as the lights on the dash go. Someone else will have to verify color codes and if that's accurate, but in my experience they do...
If you grind most of the head off the fill plug, the threaded part will spin right out. It takes a little work, but it's very straight forward. Exact same thing happend to me on my 40 (only I was the bozo that rounded the bolt head off).
You'll almost definately have to replace the spindle, they usually get chewed up too bad to re-seat new bearings in these cases. I'd start shopping for a used one. They are pretty steep new ~$250 IIRC
My '94 has a few different idles it starts off at, it depends on the position of the gas pedal. If it starts of high (1600), I just slide my foot under the gas pedal and lift it up a little and it will drop back down to normal. Cheapest fix I've seen for this problem ;)
