I don’t think you should see the float level fluctuating. If the bowl is over filling, the float is out of adjustment or the float needle isn't fully seating because of a piece of crud in the float needle/seat area. The fuel level should remain steady in the center of the sight glass at all RPM's.
When that idle circuit is clogged, the carb floods through the primary jet causing erratic running and backfiring. When you pull the air cleaner and look down into the top of the carb, if you can see fuel coming through the primary while you're not giving any throttle, then your idle circuit is...
I would start with cleaning those jets, most importantly the idle jet.
Remove these 2 bolts and squirt some carb cleaner through the 2 main jets.
Then, probably the thing that will make the biggest difference, the idle jet. You need to pull the the top case of the carb to get it out. Careful...

I think they have different sized shocks. Good question for customer service, I've found the staff answering the phones over at Iron Man to be really good at getting answers.
Fwiw: I noticed the steering column angle on the '65 45LV seems lower than on the '71 40. I haven't measured the angles but the steering shaft is about an inch lower from the guage cluster on the LV.

I recently had the same problem, had to pull the free-wheel hub, then the wheel bearings to get entire hub/drum assembly off the spindle and onto the bench. Once it was on the bench, a block of wood and a BFH finally separated the two.

For that wood to have stayed that flat, it's very likely epoxied on. If it was mine, I would pull all the knobs and bezels and sand that back to raw metal for a repaint.
