Straight weight oil doesn't seem like a good idea. Having a cold range that's not so thick is a lot better for wear on cold startups.
Diesel oil is a good option in my opinion. Rotella T6. Might have issues with catalytic converters clogging if you're burning oil, but I think it's still rare.
I'm guessing you could get 17MPG highway (55 or 60MPH highway, that is), with some highway tires on a well tuned rig. Otherwise I'd be impressed if you were getting 14-15MPG with backroads winter driving.
I think your best chance at 17 MPG would be building a 2FE, possibly with the H55F 5...

My bad. That's the fast idle stop screw. I am not sure what the idle screw is.
I didn't even see the idle stop screw for the longest time. It was in there.
