The only legit reason I can think of is that they may help protect from small rocks flying off the road, or tire that could possiblly ding or scratch the shaft. Maybe not likely, but...

Agreed. I think it takes quite a while. My PS pump has leaked for as long as I've had my truck (>300k on truck), I gutted the smog pump when I desmogged, but it was still working.

I had some bookmarks, but they must be on the old computer. This is not uncommon, I've come across a few places that treat anything from engine parts to rifle barrels. Google cryogenic and rifle, or piston, or connecting rod, or... Should turn up several options.

When it's cold out, mine won't start without full choke and 10 - 15 pumps. That's with a relatively new Jim C carb and good ignition. Yours is probably fine in that regard. Just try giving it more gas, it should start quicker. I've never flooded mine. I think it is impossible to flood...
And don't overlook the likely handling quirks you're likely to induce with extended shackles. Shims can help, but then you lose a little of the modest lift you just got from the shackle.
