Is any part of the bolt sticking out of the block? You can try to weld a nut to it...
Weld the inside of the nut to the bolt, using a floret/plug weld technique.
Sometimes the heat produced by welding on a nut can be just what is needed to help loosen the bolt.
If you are already planning to "redo" your sliders, don't powdercoat them. Powdercoating is harder to grind off when you get around to welding them and harder to match once the mods are done...

Just as a suggestion for next time, put the strap around the tree- not the chain.
Chains tend to remove bark, which can negatively impact the long-term health of the tree. Web type straps have proven much friendlier in that situation.
