It was just a faulty aftermarket pump out of the box. I searched on here a bit and found it is a pretty common thing with non OEM pumps. most all I talked to said it was worth it to spring the extra $$ and buy on OEM pump if you could. That is what I ended up doing and it has worked great.
I bought a brand new NON OEM pump for my 79 and it was bad out of the box. A lot of people have said that it is best to spend the extra $$ and try to get a NOS OEM one, I did that and it has worked great ever since.
