I have no idea what is causing ite piston in the master cylinder not to return far enough but it must return far enough to uncover the return port. When the piston returns far enough to uncover this port it will bleed off any pressure in the lines. Have someone pump the brake for you. Look...
Don't remember exactly but there is a round cover held on with small screws that covers the front countershaft bearing. That could be leaking.
The bellhousing must be off to see it.

Webers are different. The fixed size idle jet controls the mixture well above the idle, almost up to mid range.
Try larger fixed size idle jets.
