Yes, any ECU should work. The 3FE/1FZ/1HDT have a different cable setup (and different actuator part numbers) but the wiring harness is all the same. And everything else (AFAIK) is identical.
I have mine working now after I got sick of all the fooling around and just made my own cable & pump...
I'm fabricating a custom cruise control set-up in one of my rigs and I'm looking for a Cruise Control Throttle Body Pulley or Auto Trans Kick Down Pulley off of pretty much any Toyota.
Pretty much the only requirements are that it is metal not plastic and the smaller throttle barrel size...
At the point that you're at I would seriously consider a 12v conversion. Just to simplify things.
When you bypassed the starter relay to try to jump the signal wire, how large a gauge wire did you use? Even with the 12v conversion, these things want a VERY strong signal to the starter...
AFAIK You need to try to source a used assembly somewhere.
I've had some luck getting LHD parts from the Canary Islands. But wreckers are far more plentiful in Aus. Some are willing to ship, other not.

Did a thorough inspection last night and can't find any cracks in the frame near the steering box or panhard mounts. Got it up in the air and spun the wheels back and for and couldn't hear anything. Checked tie-rod pinch points and couldn't see anywhere anything had been hitting.
