i'm not an expert, but here's what i did. hope it works. tapped solid stock. it will allow my ford shock towers to lay flat (vertical) and give my shocks rake because there is no 3/4" spacer in the way. mine looks a lot like what you have drawn, plate on the backside of the frame.
take 235 (mm of tire carcass width) and divide by 25.4 (# of mm per inch). to get height of tire, multiply the width in inches by .75 (75%) -this will give the tire profile of each side. multiply this by 2 to get both sides of the tire and add your rim size (15").
235 / 25.4 = 9.25" wide...

maybe ask dan at ruff stuff about the bushings. thats what he supplies for shackle and springs. they have an od of 1 1/2" and id of 3/4" then get some hydraulic hard line with od 3/4 and wall thickness of .049 i think for sleeves. if your'e going with poly that is.
