Its the way they are. They are also prone to the solenoid that switches power to it falling apart and catching fire. The solenoid is mounted under the right hand battery tray, if you don't live in a really cold place take it out.
On the HDJ alternators that are series parallel they have a specific regulator as the main battery feed goes to the l/h battery and gets 24v when cranking. If the incorrect regulator is used they will charge but the warning lights stay on.

There are 2 different alternators on these, the difference physically is the distance center to center between top and bottom mounts which is about 5mm different. Only way to check is to have both alternators on the bench and measure them.

If you leave that alt on there do not remove the oil lines. The rear housing on them does not have a bearing, it is a bronze bush that is oiled buy the vac pump supply.

The only part of a 1HD-FT that was 24 volt was the starter all other bits are 12 volt. I would pull the solenoid out and check that the plunger and spring are clean and move freely.
You should be able to run it off the neutral wire out of the alternator. It is one of the wires in the 3 pin plug, to check which one it is use a voltmeter and check the 3 wires. The wire with 7 volts with you engine running is the neutral, the other 2 are field and earth.

I repaired one of these at work last week that had nothing when the switch was pressed. It was the limit switch contacts in the CDL actuator that had oxidised and had no circuit. Without the limit switch there is no circuit to activate the relays in the control module so it wont even click.
