    Egr VSV Solenoid

    Is the VSV Solenoid in a 1994 Toyota Landcruiser (NC) normally closed or (NO) normally open? When I vacuum test my vsv it is acting NO, will not hold the vacuum, when I apply 12Vdc relay closes and holds Vacuum. Is this Correct, I thought it should be NC.
